I was there two days ago and it worked for sure (tested several times). Perhaps none of the PHs were up yet.

Well, since I haven't tested myself, I'll remove that part from the guide as it is irrelevant. It does work in South Karana though.

This still works (at least in SRO) as I just tried it about 2 min ago. You likely didn't have an AC ph up, there are two other different spawns on their own timer.

You were doing it wrong. Works for Pyzjn in QHills as well.
