What makes you think the same people won't do the exact same thing after a server wipe. Same story in real life. Some people are smart and know how to make money and stay ahead of the normal. Resetting will just set them back a few weeks/months but it will not fix anything, it will only screw the normal people who have just finally acquired their first riches.

Because they are making the assumption that at this point the majority of exploits have been 'fixed'.
