Ugrak da Raider (red99)

I have been killing ogre raiders/wise ones/watchmen for about 13 hours, clearing the camp (save for The Great Oowomp) about every half hour. Yet I have no seen Ugrak da Raider one time, I did a bit of googling and it sounds like back on Live he would spawn in place of a random raider fairly often. Is this just bad luck? Can anyone confirm/deny whether he spawns correctly on red?
