NPC Spawn Issue: Ancient Croc (UGuk)

I may just have drawn the short straw when it comes to the RNG, but I have now solo'd the last 18% of my L35 hell level, all of L36, and 51% into L37 and have yet to see a pair of Gatorscale Leggings. I know they're rare, but damn...this rare? On the other hand, I have enough sleeves to outfit a small army. Cleric soloing is an ugly thing. Tell me this isn't working as intended.
