Sort of yes and sort of no. As I understand it, Rogean hosts the box itself, but the only person who actually manages it is the former player who first started the wiki, Ravhin.
(Side Note: A few players, like myself, are "wiki administrators", but that just lets us use admin features within the wiki; it doesn't let us manage the server itself.) You can direct any questions or pleas for better performance to Ravhin, but since he doesn't play here anymore, and only barely maintains the wiki ... I wouldn't expect much.
