Everything moving 2x speed

Just logged in to check if a camp was open. Found that my character was moving really fast without sow. Then saw the guy camping the spawn was like twitching like crazy due to how fast he was attacking, same with his pet. My auto's seemed normal speed but hard to tell cause I only tried once or twice, but spells were casting in half time. Took a small video showing cast timer being halved, and how fast I was moving.

Has this happened to anyone else? I camped out once the video was done, will check back later to make sure its not still happening.
