Unable to create new chat window or edit chat options....

I am unable to right click my chat window, anywhere (title bar included). The only thing it allows me to do is move it around the screen.

How can i fix this, or how can i edit my chat options, looking to create a 2nd window and filter out some stuff.

*When I make a new char, I am able to change his chat options, I have tried reloading ui several times to no avail
