Forum for asking about server rules?

There doesn't seem to be any forum for the question and my previous attempt to put it into the starting out forum didn't show up.

I want to know what the rules are regarding trading an account for in-game items on the same server. As far as the rules I've seen you can't trade across servers.

for gold/plat or items or accounts
