Miscellaneous: Guards in Lake Rathetear Punch Above Their Level

There are two guards on Qeynos faction at #1 of the map: Guard Treal and Guard Rianna. The wiki lists them as L15 which is consistent with the blue con I see as an L18 shaman. However, both punch for up to 90 damage, which is about 60 more than anything else I've run into yet.
