Game Mechanics: Mob Gate

I always remember mobs returning to 20% hp once they successfully gated, was that something that was changed later or something that needs to be fixed here? Currently on P99 when a mob gates they retain their current hp.

Should it be 20% or 25%?

20 sounds more right, but it coulda been 25 if people are right about mobs fleeing on live long before they attempt to flee here.
