Orben not spawning or out of place in HP

I don't recall this mob popping close enough to gnolls to become agro unless someone trained them together. He is agroing and running amock at the PGT spawn point.

working as intended. He paths as far as in the middle of that stone bridge. Gnolls agro and it becomes a chain until he gets reset.
