Complete loss of Action Bars

I hope I can find some help here...

About six months ago after an update I lost my action bars (2, 3 and 4 specifically) after the update that was released in August / September. I have since been unable to get them back. Honestly, after several hours of trying with help from guild members, I gave up.

I have tried simply toggling them from the options (EQ box)
I have tried reloading the default UI
I also recall a guild member giving me some specific / commands that failed to work as well, but I currently do not recall what those were.

All characters I play have been affected.

I have little experience with emulated servers and after such a long break now feel completely lost.

Does anyone have ideas of potential fixes I could try?
