Hot button bar unchangable

I'm a newbie here to Project 1999. I have the game installed and running. However, I can't seem to be able to make/change any hot buttons. To clarify, I'm referring to the buttons that get pressed when you hit 0 through 9 (default keyboard mapping). From what I remember, you could click & hold a spell or combat ability or social to create a button, then you could drop that button over the hot button bar to place it there. That process isn't working for me.

Also, every time I start EQ, all the tips start again, no matter how many times I clicked to hide that tip, or all tips. It's like the setting isn't getting saved when EQ exits.
