East/West Cabilis Guards - Resolved, no bug

The guards are not assisting players when they run for help. This makes Cabilis a dangerous place since there are higher than level 1 froglok slaves and fish that are aggressive to iksars. Froglok slaves can one shot a Level 1 iksar Necromancer.

The crusaders which are a different faction iksar are all placed differently. They are on a faction that doesn't get corrected by any npc so keeping them where they originally were made cabilis a hard place to get into if you were kos. I know for a fact that crusaders wandered the outside and there was atleast 1 in the center at each entrance.
