Custom Velious Helms

So the only way to get a custom velious helmet for a non plate class is either

Cowl of Mortality
Crown of the Kromzek Kings
Frostreaver's Velium Crown

is that true? chain/cloth/leather wearers do not get to hand in their thurg/keal/ss helmets for a custom version?
