Skyshrine outdoors

Skyshrine is allowing you to cast outdoor only spells such as sow/jboots

Pretty sure Skyshrine is a outdoor zone.

This is correct. It doesn't seem like an outdoor zone as you walk around but it actually is. Sky-Shrine after all. A shrine in the sky.
