Don't use bash to add damage, use bash to interrupt casts from enemies.

Keep swinging with a 2 hander and use your stun line of spells later on, early on just sword + board and bash once they start to cast.

Bash is also useful to prevent fleeing enemies, you know, from fleeing.

Also, a(slightly) advanced strategy, consider the swap method.

1. Enemy starts to cast while you have 2 hander equipped
2. Quickly swap 1hander/shield to bash
3. Swap 2 hander back in and keep swinging

The utility of bash is too good to lose trying to make dps with it, and with all your spells there is no reason you would lose threat by saving it for an interrupt

When fighting melee mobs while your bash skill is not maxed for your level, especially at low level, you might as well bash every time it refreshes for the chance at a skill-up.
