Kerra Isle: First Test of Kejaar

Can anyone confirm if the quest First Test of Kejaar is working? I haven't been able to get any of the heads to drop.
I know kerra isle quests were made obsolete eventually but the NPC for this quest does at least give the dialog that tells you to go kill the emissary.

EDIT: nevermind the head did drop eventually. looks like the quest works.
