Is Primal weapons being unattainable really true classic?

The drop rate is seriously lower on P99 than back in the original game. I was in a smaller raiding guild in original game and the only barrier to getting a primal was getting the key. Once you got a key you would get a primal really quick cause they dropped like candy.

That would make sense when velious was live because they knew another expansion was gonna be developed and people would need those weapons to progress through the new, harder content.
