This is not the end all to OC'ing. In fact some air coolers work almost as well and you still get dust in the radiator.

Looking at your setup you can only hope to get a very modest OC. The Dell motherboard isn't designed for OC'ing. The RAM you have is likely stock RAM that isn't designed for OC'ing and these two factors affect your processor OC by quite a bit. You may pull off a OC of the processor but the motherboard bios will not allow for granular settings (most likely), because it is a Dell which isn't known as an OC'ing computer.

If you want a faster machine, then upgrade. You can pick up AMD processors and motherboards now days really cheap that are designed for OC'ing. If you can't afford anything, then most certainly don't try OC'ing your current rig, since you don't want to blow it up and have nothing at all.
