Basically, defeating Nagafen this way was not allowed in classic EQ, and it was administratively controlled using staff resources. I think there's been too much focus on recreating the original EverQuest *game* and not enough on recreating the original EverQuest *experience*. The experience being far more difficult. Players adapt, so the dragons should too. Kinda disappointed tbh.
