loudog is more slippery then nizzars teeth, the guy will appear on whatever side appeals to him at this very moment, he is not on any side, you simply get faction with loudog by offering up spots for him to farm pixels in or give him free buffs

tldr: work on your loudog faction

I fear my cripple disc kill on him while siding with azraelie that one time in kc pushed him over the edge. Our dog, Lou, has seem to developed some sort of dacbane disease of the worst kind.
