I kept reading class C as "Casual" and R as "Raiding".. which is the opposite of the intended classification.

What mobs are Pickup raids allowed to engage?

I would hope obvious attempts of Class C sponsor trying to use a pickup raid loophole to maliciously deny targets to Class R would be dealt with swiftly and harshly by the GMs.

Don't think there will be any real pickup raids under this ruleset.

false. Very very easy to set up a Naggy or Vox pick up raid. And I have already said that we ( Tier R Coalition ) will leave slots in the list for a "Pick Up Raid" to be next in line for the next time that specified mob spawns Class R.

Who gets to lead the raid and how will it be conducted are the hard parts, the easy part is telling the community

"Hey, this next Naggy none of the Tier R guilds are going for, do what you want, you have 6 hours after it spawns"

only problem here is if a version of Lord Bob swoops in, but if they do things like this their Gold Plated Costanzas will be all the sweeter to them and the community will let them have it.

also I doubt it would be that big of problem if some of the bigger Class R guilds blew their Naggy or Vox lockout timer to help out a band of unguildeds, or small guilds try to take down these dragons

everyone is underestimating this community lol

Well, time will tell. But I don't see it happening until some Class R's start to experience burnout and stop caring to mobilize to kill mobs to get Gold Plated Constanzas or Crystalline Spears.
