This is also the case for high-lvl self-buffs, for which the target should be irrelevant. For example, I can't cast Demi Lich if I have a low-lvl player targetted.

God damnit, the low-level target bug is classic, and it affects bard songs:

Well, yes and no. If you have a lower level PC targeted, you cannot play the song. But even if the same lower level char is in your group, you CAN play it, and he or she will get the benfit of it, as long as he or she is not targeted.
So while bard songs will still affect the entire party regardless of level, targeting a low level person and attempting to sing the song (cast the spell) will result in the error. I'll keep looking for additional evidence. I've gone through all the 51+ buff songs for bards on EQDiva, and that's the only mention I can find. Looking into other bard resources now.
