They eventually allowed up to 3 characters per account that way and there were loop holes around the TLC when Luclin launched (raid groups > TLC). It was just inconvenient enough to where only some people would exploit it.

TLC was introduced as a way to keep the appropriate leveled characters in their respective zones and to promote roleplaying. So instead of seeing an almost empty Sol A (empty aside from the high level farmers we have there now) you would see groups camping every corner of the zone and individuals cycling through, playing the game as intended. Nothing takes away from someone's RP experience than some farmer soaking up all the nameds.

the thing is it just drove high level farmers out of those zones most of which were willing to help exp groups between named

leaving the zones empty

should combine FV rules + Rallos-PVP rules

almost all items droppable, and item loot on PVP kills
