No its more like " Can you afford your pieces of armor from Kael?" and "Can you get the gems to drop?"

Well, the armor pieces will drop from various frost giants in Kaell, around the 35-45 level range. I seriously doubt they're going to be permacamped by TMO or other guilds, at least once those guilds have their Velious armor.

I heard something about them recently going on a recruiting binge with players around or lower than level 30. One of my friends got into their guild recently and he was only level 27 at the time.
