That proc timer can be fooled, though. For instance, try meleeing a mob with Barb Spiritist's Hammer and sticking a JBB cast in between each swing without turning off attack... hammer will proc as if you weren't casting at all, despite the fact that like 90+% of that time you're not actually attacking, you're casting.

on live you could press Q and proc the Overthere port hammer on someone out of your pvp range even though you never attacked
