Kiters don't kite at the narrow zone line, they kite in the big open area with few roamers out past the zone line and easy access to zone aggro.

They pull through that area if they're killing Ixi at the zone line. Usually, guilds give advance warning that they're pulling Ixi through and to be careful and I personally haven't had a problem with that, nor the guilds that pull through.
