Got this from a random, level 39 mob in Tower of Frozen Shadows. Drop spells are a lot like pages and runes, seems that anything of a certain level can drop them.

Was hunting Ulthork Man o War's last night in Eastern Wastes and this spell dropped from one, also recieved a shaman only spell as well.

This spell dropped three times in a span of about two hours in the Ry'Gorr Keep. We were camping the Chief and the spell seemed to keep popping up till we each had one.
