Also patch message talks about new books selling at NPC merchants, maybe recipe is there, maybe not, will try to find out. I would contend that the idol recipes were created in Luclin due to one of the idols being used in the protection of the cabbage quest in luclin. Also i'm at work so dont feel like digging through patch notes but guessing if you look at patches from april/may that time you will see what he is referring to.
