I have decided to randomly throw this out there in hopes to resolve your issue:

Compatibility workaround for DX apps:
atipblag.dat
(C:\Windows\system32\atipblag.dat)

open this file in notepad
and add the line to the bottom:

eqgame.exe

then save file and try again
