Why would anyone start a new character on a server with RZ rules where everyone is 60

I just started playing on this server last weekend. I have very little play time and am anything but hardcore yet I'm enjoying myself. My little shaman just hit level 9 and a super nice guild picked me up on a whim while I was bashing frogloks at the entrance to Guk. For me it is all about nostalgia. Sure I'd love it if there was more low level PvP but opening it up so people at the cap can gank lowbies isn't the answer.

We should be pimping this server to our friends to bring them over. We should be making a strong case for why PvP is fun to our friends on the P1999 blue server. Hell we could make things interesting by having new character pvp seasons. Bring all the guilds together to agree to roll new toons for a month. Sure there is no way to enforce this stuff and some people will probably be dbags about it and twink the shiz out of their toons and/or OOR heal their lowbie guildmates for pvp LAWLS but those sort of things are inevitable and tend to sort themselves out anyhow since those individuals create a reputation for themselves.

Anyhow... I don't know I'm just spitballin here. I definitely think something like the above would be more conducive to increasing our numbers and fostering more low level PVP than simply opening up the pvp brackets to all levels.
