No no no...as far as I'm aware the Steam files are for EQ Live as it stands at the moment.

You need to source a copy of EQ Titanium. How you do this is up to you, but there arr ways and means of getting it at a knockdown price with some simple searching on the right sites [You must be logged in to view images. Log in or Register.]
