No, this is wrong. It is supposed to increase from 11:00, at lvl 16.

It's the same way for a lot of spells. It says "up to" X time which is when you max out the spell level. I think it's intentional to sort of ramp your power as you level besides giving you new spells. For example Druids thorns are the same way when they get them at 9 but by 18 it lasts the full duration and so you can keep buffs up easier.

The spell information window gives the maximum duration for the spell. Yes, it's shorter than 11 minutes when you first get it.

It's rather a pain in the ass to use, but that's how it was on EQLive.
