I like to chase zems personally. At very low levels crush and befallen have very high zems. Crush can be crowded but if you can get them any lego spawn in zone is excellent xp from your level all the way to around 18 when they light blue out.

I just leveled a warrior to 16 and did most of it in befallen. Befallen is really under rated. Its usually empty and has lots of low level trash to kill. By level 14 I was able to duo almost the entire bottom floor with a bard of similar level with some exceptions(highly twinked too). In fact by 13 even the basement was predominantly blue with some yellows and reds mixed in. With that in mind people a lot lower than 12 can come in and get good exp on the earlier floors. Downside is some casters and you need keys to get around. The keys arent no rent though so you get them once and you are set. One other nice thing is the living mobs (necros) arent social with the undead so many rooms can be partially broken by anyone with a ranged attack.

Najena is another under rated zone. All those skellies by the entrance are good targets but mostly lb out by 13 or 14 or so. Just watch for the ogre guard who sometimes spawns many levels higher than the skellies around him. The trash out front in lavastorm is nice too but substantially slower exp without the ridiculous zem najena has. In the past ive gone in and killed all I could in najena and when I get stuck on something I cant handle I go out front to lavastorm to get exp until the stuff I can handle respawns.
