Weird Issue with TT / FV [connection?]

Also having a problem with TT. When I zone in, my ping is ok at normal 200ms, but as soon as I try to cast a spell it will jump to about 3000ms and I am unable to do anything else. When I zone out back to EJ, I crash and have to restart the game.
I play on an old HP Laptop - AMD Turion 64 x2 that runs windows XP.
