Incredibly easy to spawn, very difficult to get the ring. Probably spent 6+ hours and probably close to 100 couriers and got several of his shit rings. Then one day running through loio on my druid I ran past him and nuked him, dropped the ring. I recommend lvling a character in the area as you try and get him to pop and at least get some xp out of what can be an incredibly long camp. I usually bring my alts in there teens here for exp and a chance at the ring.
