I just tried doing this in the tunnel with 500p for raffle ticket. I said winner would take 85% of the pile. There was absolutely no interest in this. In fact, some guy came up to me and constantly called me scammer over and over.

Never set an amount of ticket sales. Never tell them you are giving them a certain percentage.
State ticket prices, state set prizes. Run the lottery on time. Make sure the amount of tickets sold is the numbers you run. Keep the extra or add in door prizes for second and third rolls. Its like insurance. Nobody cares for spending the money on it, people get mad when they know details, but they fucking love it when it works in their favor. Start small.
