As far as I know blur cannot aggro something in and of itself.

I generally felt this way, yet once, back in Kunark era, on live, some people were agroing guards in North Freeport. On Mith Marr this was the auction zone. I cast BoF to stop the fighting and then received agro from the guards. (I had done no prior activities to gain agro)
Not sure how I got the agro? Maybe it was from BoF landing on the player who had the guard's agro? Never did try to reproduce it though.

Is it the spell wearing off that is causing the aggro? Or is it strictly invis that is the barrier between aggro?

The behavior doesn't replicate itself when already non-kos. Or maybe it does by 'regifting' the original amount of hate?
