Not possible pre-Kunark. Base wisdom for wood elf druid is 90. Not enough wisdom on pre-raid items in-game to equal 110 which is what you'd need if you put no points in wisdom to equal 200 with gear.

Druid list is pretty much identical to cleric, which means it is totally feasible to get 110 from pre-raid items.

Edit: Not saying it is easy, but it is doable.
