I could only ever use this from classic (when it came out) to Luclin (early Luclin) in my primary hand or from the inventory.
They must have introduced another bug that they corrected at some point regarding those notes. | ||

The spell effect should also be "LowerElement" currently it is named "Lower Element I"
A quick search shows that as of 2002, the effect still didn't have the "I" or the space in the spell name. Looks like this was changed in 2005 when the staff of elemental flux was added. http://paradiseofnameless.yuku.com/t...9#.UR0R-mfaCNo
