Just an FYI, most guilds on here have active members that play in many different times zones. I think that is why they don't put them on the websites. I think it is more about what type of players/people you want to hang out with and also how hardcore you want to play . I think there are a lot of Pacific players on this server

If you are looking to raid I don't think any of the top guilds will accept you as an applicant until you are 46 or higher (in my experience).
Best bet is to join a leveling guild so you can get groups much easier. On my first toon I probably hopped through 3-4 of them as they grew and died just for conversation and easy access to groups. Once you get 46+ I'd start looking at some of the guilds. Just FYI the top guild TMO I believe requires level 60 minimum + VP key fragments for entry. Almost all will require sponsorship.
