I tried this in ec yesterday and I stayed in treeform.
Maybe it's dependant on what tree graphic you get? (ie where you cast it)

If u cast the spell without line of sight of another tree model, u will just turn into an ogre sized version of whatever race u are. If u cast the spell with another illusion on (like wolf form) u will turn into an ogre sized version of yourself. Tree form has been like this since the server was launched.

Well not necessarily, I can remember using Spirit of Oak in Karnor's Castle on live, and it transforming me into a tree, despite the fact there are no tree models to clone in KC. The close quarters restriction I cannot attest to, I honestly never tried before.
You can go to OOT and just face your character out towards open water and u will fail to gain the tree model as well. It seems the spell is running a check on closest tree model in line of sight of the character when that value is returned '0' then u get a giant 'xxxx' race.

Ok, I just tested a bit more on EQmac.
I went to KC and tried to turn into a tree in several different spots, but always got the "unable to change form here" message. I went to Overthere and could only transform into a tree when within a certain range of natural trees in the zone. I then went to Temple of Cazic Thule, which I know has trees, and was able to turn into a tree. Cazic Thule being a dungeon (yet is outdoors), has walls that break line of sight and I was able to transform into a tree even with a few layers of walls between me and any natural tree. My feeling is then is for the spell to work the druid has to be within a certain range of a natural tree, regardless of line of sight. Range seemed about 500 units or so.
