i can confirm it drops from sir lucan. got 2 on our last kill

I've seen Allizewsaur drop it, but that was like once out of 100+ kills. Pretty sure any mob 50+ will drop em, maybe 49+. Your best bet is the planes, really. If you're not doing fear/hate, you might as well buy the words off someone who is. There just isn't enough high enough level mobs elsewhere, although you might get lucky.
