Found him. I'll give a hint- his PH is very similar to him.

Now I followed his PH around, and he eventually pathed into the cliff side in the middle of the zone and disappeared. I gave up for a while and logged back in later and the PH was back.

I see him all the time when I hunt in FV near the zone area that leads to swamp.
