There's a sweet spot where intimidation works very well. Right around level 40 when you max intimidation, when you're fighting stuff that is like level 35 tops, you will have like 2/3 success with it.

Once you move up to mobs that are 40ish you might get 1/3 success, and higher than that it is rare to succeed.
