I joined when the population was roughly where it is now, and I have had a blast. There are certain places to level where, assuming you aren't playing in extreme off-hours, there will be other people to level with.

Oasis, unrest, mistmoore, crushbone, EC, City of Mist, are a few that come to mind.

Be proactive about meeting people and being social/polite/competent in-game. There are several guilds that recruit newer players, and joining one of them will help you immensely.

Yes. Back in the day many of us ran classic everquest on the shittiest of computers-- it's no match for even a low end current-generation setup. The setup guide on the home page has some helpful tips for getting the emulator to run properly on modern systems.
