FTE is supposed to be the tie-breaker when a GM has to intervene. It was that indistinguishable line that could be drawn so that a GM didn't appear to be favoring one guild over the other. That is the purpose Rogean alluded to in the Raid changes thread.

The rule that's more important than FTE? Don't be a dick. FTE has gone from a tie-breaker to the rule that governs all.
