Is Dex working properly here ?

bump, anyone know when that changed on live? Everything im reading regarding procs is showing weapons had set PPM rates. Of course this is from luclin/PoP time frame so its not any use for a classic server.
I thought I proc'd more with dex on in classic but at some point that either changed or it was never really true.
The math backing up the dex adjustment for PPM shows 100 base dex a weapon has its default ppm, say 1.0 while at 305 it only goes up to 2ppm
