Game Mechanics: Grobb guard faction is wrong

I would have never even thought to look, it makes perfect sense to me why merchants being protected by a guard would get pissy over his death [You must be logged in to view images. Log in or Register.]

However, according to:

There aren't any Bashers on the list of NPCs to kill to lower the faction.

I have no idea how old that data is, or if it was changed, say, in 2005 when Grobb made it's comeback or what.
